Just because you decide to make changes to a service and define motivating factors doesn't mean you'll centralise it. For example, your options include not changing anything or outsourcing it to a commercial provider.

How to use the options evaluation document

Use it to aid discussion and help you evaluate and explore your different options - it isn't an algorithm and won't necessarily give you a simple answer. It should structure your self-evaluation, and help you consider all the possible outcomes by allowing you to compare at-a-glance how different options (including not making a change) will meet your motivating factors. 

For example, yours might be: 1. Cost
