Current state of play and changes from 2026

Under the School Teachers' Pay and Conditions Document (STPCD), if you award teaching and learning responsibility (TLR) payments for your part-time teachers, you're no longer required to calculate them in line with their full-time equivalent.

From September 2025: 

  • You can choose to base the value of any new or existing TLR1 or TLR2 payments for a part-time teacher according to how much responsibility they take on – you're no longer required to use the pro-rata calculation 
  • Full-time teachers can also get a ‘part-time’ TLR if they share the responsibilities with another teacher (read more about this in the section below)
